Democrats originally took a hard line, but are now signaling a willingness to compromise to get a partial victory.
Manchin has signaled that making the child tax credit permanent and fully funded would go a long way gaining his support which is crucial in a 50-50 Senate.
Negotiations are predicted to still take weeks to months, and passage is not certain as another rogue Democrat Senator Kyrsten Sinema still needs to sign off.
