The bill was presented by Republican Rep. Cathy McMorris Rodgers of Washington, head of the House Energy and Commerce Committee.
The White House published an administration policy statement on Monday, threatening a veto if the measure becomes law.

In March 2022, shortly after Russia invaded Ukraine, Biden approved the release of up to 180 million barrels from the Strategic Petroleum Reserve (SPR).
The SPR fell to its lowest level since the 1980s as a result of the releases.
Although Biden and the White House have frequently referred to rising gas prices as the “Putin price hike,” and have attempted to blame oil firms for high energy costs, many observers believe Biden’s opposition to fossil fuel extraction has fostered higher gas prices.
